Matt joined GTA’s Laurel, Maryland office in 2015 to help manage the staff and projects of the construction observation and testing (COT) group.  Matt has more than 22 years of experience in the construction materials testing and inspection industry. As an Associate, Matt is responsible for managing COT field and laboratory services for residential, commercial, retail, and high-rise projects throughout the Washington Metropolitan Region.

Matt’s background includes extensive field experience with deep and shallow foundations, mass grading and utilities, ground stabilization, reinforced concrete, asphalt pavement, storm water management facilities, retaining walls, masonry construction, waterproofing, structural steel, and fireproofing. His laboratory testing experience includes soil, aggregates, concrete, masonry, and asphalt materials.  Matt has successfully managed and completed a wide array of inspection projects governed by local quality assurance codes, such as: City of Rockville Complex Structures, Montgomery County Complex Structures, Prince George’s County Third Party Inspection Program, Fairfax County Critical Structures, City of Alexandria Complex Structures Program, Arlington County Critical Structures, District of Columbia Independent Third Party Inspection System, and Prince William County Critical Structures.

He earned his Bachelor of Science degree in Environmental Resource Management from Penn State University, in 1998.  Matt is a member of the following professional and industry associations: American Society for Testing and Materials (ASTM) International; American Concrete Institute; Maryland Building Industry Association (MBIA); and Washington Building Congress (WBC). Matt has successfully completed the Fundamental of Professional Practice program and The Bullet Proof Manager Training Series.

Matt currently manages projects in Montgomery and Prince George’s County, Maryland, the District of Columbia, and Arlington County, Virginia.  Most recently, Matt served as the Senior Project Manager responsible for GTA’s COT services for the 27-story 1.2-MSF Highlands high-rise in Rosslyn, Virginia which held its grand opening in late December. He was also the Senior Project Manager responsible for GTA’s COT services on The Edge Apartments (Edgemont II), a 15-story structure in Bethesda, Maryland that opened in summer of 2021.
