Scott J. Taylor, a Maryland licensed professional engineer with 27 years of experience (19 with GTA), now services as a Vice President of GTA at our Laurel location. Scott is responsible for construction observation and testing (COT) for geotechnical and environmental quality assurance & quality control, and for providing construction phase consultation. Within the past 10 years, Scott has managed 400 projects, including commercial, residential, industrial, and institutional projects, totaling more than $19 million in fees. Scott has overseen the COT department in the Laurel office since joining GTA.

He oversees observation and testing of soils; concrete; asphalt; highway construction; earth retaining structures; shallow, intermediate and deep foundation; reinforced, tilt-up, precast and post-tension concrete construction; masonry construction; light-gauge and structural steel framing. Scott also provides geotechnical analyses, recommendations, and reports, plans and specifications for building, bridge and highway projects involving shallow foundations, lateral support systems, soil improvement, rock blasting, and cuts and fills.

Scott received his bachelor’s degree in Architectural Engineering from Pennsylvania State University and is a member of American Concrete Institute and Urban Land Institute.

Scott was the COT services project manager for Liberty Harbor East, a 23-story 750,000-SF mixed-use building in Baltimore, as well as Waugh Chapel Business Park in Anne Arundel County which recently received the Award of Excellence for Best Industrial Park from NAIOP MD. He is currently overseeing several commercial, residential, and institutional projects in Maryland and Washington, D.C.
