This award-winning community, located north of Interstate 695 and east of Ritchie Highway, is a redevelopment of roughly 250 acres of underutilized industrial, residential, and vacant Brownfield land into a thriving mixed-use community.

GTA originally became involved in this project in late 2002, providing environmental consulting services to evaluate various areas of the overall project, including areas that contained historical dumping that were remediated in the 1980s. Parts of the project received regulatory closure under the Maryland Department of the Environment (MDE) Voluntary Cleanup Program (VCP) in the 2000s, while in other areas, remedial work and regulatory closure were not yet complete. An earlier development plan stalled in the 2000s and 2010s, until the Pleasants Development team put the project back on track and began physical development work in the 2020s. GTA has provided environmental consulting throughout the first phases of Cedar Hill which includes new roads and infrastructure, and more than 240 townhouse and detached single-family lots. GTA also provided various geotechnical consulting and construction observation and testing services over the years including geotechnical due diligence and retaining wall design.

GTA is providing environmental consulting services to the development team for additional mixed-use phases, including apartment buildings to be constructed near Ritchie Highway on land that will receive regulatory closure under the MDE VCP.
